Estimates.
Provision has already been made under
Public Works Extraordinary for $1,000,000 for clearing and improving surfaces of tracks in the New Territories likely to be required for security purposes in the event of threatened disorders, $95,000 for fencing Kaitak Aercdrome $700,000 for workers' school which will enable the Government to provide for children now attending communist dominated establishments and permit the latter to be closed down. Staff for these schools are also responsible for part of increase under Personal Emoluments of Education head.
20 $1,000,000 is also provided for a hutted labour camp in New Territories which will relieve over- crowding in Stanley Prison and of facilities for labour for petty offenders for short hard labour sentences. This camp will also be most valuable from a security angle as, in the event of emergency, it could be made available (for) screening of squatter population or for internment of defeated nationalist troops who might filter into British territory. this reason it is important that work should be put in hand as soon as possible though it is improbabic that more than a portion of the camp can be made available for its primary purpose until political situation improves.
